Eligibility Criteria

HEC will accept only those journals that meet the rules listed below:

• Journal must have a valid ISSN.

• Journal must have a unique name.

• Journal must be owned by a public HEI, private HEI, R&D body or non-profit group.

• Journal must have a working website with open access to needed pages.

• Editorial board must include staff with PhD degrees or FCPS, FRCS, MCPS for medical fields.

• Board must show clear research and publish work.

• Journal must publish at least five research papers in each issue in the past year.

• Each article must have at least two peer review reports.

• Journals linked with societies or NGOs must be registered with SECP or the Registrar of Societies.

• Journals listed in “Cabell’s Predatory Journal List” will not be accepted.

Journals already listed with HEC must also apply as new applicants for the 2026 cycle.

Key Information for Applicants

• Applications sent by post, email or any other way will not be accepted.

• Only online apply through the HEC RGMS Portal is allowed.

• Applicants must pay the fee listed in the ad.

• Fee is non-refundable and cannot be transferred.

• Public HEIs and R&D bodies must pay 25,000 PKR.

• Private HEIs, private groups and societies must pay 150,000 PKR.

• Fee must be paid only through the online invoice on the portal.

• HEC will not accept any bank slip sent by email.

• The status of the application will be shown on the same portal.

• HEC will not send any email or letter about the result.

9. Apply before 4 December 2025.
